About:Chinese Embassy in Papua New Guinea

Are Papua New Guineas eligible to apply for a Z Visa if they have a TEFL Certificate?

Dear, if you have got TEFL certificate, you can apply for it.
However, in some cities of China, bachelor degree and at least two-year work experience may be required, too. Sometimes, it also requires that you are a native speaker. Of course, if the employer can get work permit or foreign expert certificate for you, it won't be a problem.

I have a degree in Accounting, a TEFL Certificate and 3 years teaching experience and yet I am told applicants from PNG cant be allowed a Work Z type, why?

Well, could you tell me who told you so? In some cities of China, only native English speakers can apply for the employment permit.
