Jimmy, if you have a property, then it increases your chance of getting a permanent resident permit. However, you can't use your property to apply for a permanent directly. So far, foreigners who seek family reunion, do investment and work at certain positions can apply for the permanent resident permits.
To tell you the truth, it's very difficult to apply for this permit. Many people met the requirements but didn't apply successfully.
