can i apply voa as a dutch in shenzhen in 2016?

We are going to go in July 2016 . We will be there on Sunday. Do they open  on Sundays? Which area is cheap( mall, food stalls , hotel  or hostels )? Is it easy to find laundromat there?

Yes, you can apply VOA. And the office still opens on Sunday. Don't worry.In addition, you are suggested to stay at Luohu Railway Station or Laojie Area (near Dongmen Pedestrian Street). Shopping malls, budget hotels and nice local restaurants are available nearby and the transportation can be pretty convenient. Maybe it's not easy for you to find laundromat in this city. But there are many laundries nearby apartments and supermarkets.
