I'm afraind you can't send your passport to HK to apply because you are not in HK now. Even though you are there, it can't be assured that you can apply from HK as you don't have HK resident status. I would advise you to have a try at the CVASC office in South Korea. As far as I know, a US citizen who didn't have the ARC card and stayed in SK using the 90-day free entry sucessfully applied PRC entry permit. If you have good news, plz let me know. :)

The US citizen applied for it in the middle of this year. I get confused about it. May I know what type you are applying for?

If the CVASC center tells you can't apply, then you have no choice but get back to Malaysia to apply. Just my opinion.
