We'll be visiting Hong Kong on Dec. 31, 2015 up to January 4, 2016.. Can I wear shorts?

Will it be possible to wear shorts? or will it be too cold? I'm planning on partnering Hoodies with my shorts. :)

According to the previous weather records, the temperature may range from 60 F to 70 F during that period of time. It will be warm and comfortable. But I'm afraid that wearing shorts will be cold. You are suggested to prepare jackets, thick long-sleeved shirt, and pants.
