Emergency visa for family death

My wife's mother just died in Shanghai. My wife is now a US citizen. My wife's PRC entry permit has expired. Is there any way for her to get an entry permit when she arrives in Shanghai? She needs to be there for funeral arrangements as soon as possible.

If so what information does she need and how can she get on an airplane in NYC w/o an entry permit?

Gary, you can contact the Immigration Office in Shanghai and see if your wife can get a VOA at the airport. If she can get it, a death certificate of her mum and your wife's birth certificate will be required. However, as your wife is US citizen, I don't think she has a big chance to get the VOA. She had better apply for an entry permit at the embassy by using rush service.
