can i apply from northerm cyprus

I am an HRM student at Near East University, Northern Cyprus..My father wasn't satisfied with the Education standard here and got me an Admission in Lithuania where my cousins studies..I have an appointment in Lithuania Embassy Beijing and i was given a letter as a reference by my institution to apply for China visa in Nicosia..I want to ask if my Cousin living in Southern Cyprus can apply for me as it's stated on your website ?Thank You very much Sir/Ma for your time,Odunayo

I'm sorry, you can't apply from Northern Cyprus. You can't ask your cousin to apply for it from Southern Cyprus unless you go there. So you need to go to Cyprus first and do the application there. Alternatively, you can see whether you can apply from the embassy in Turkey.
