About:Transfer in T3 of Beijing Capital Airport

With Philippine passport, I'll purchase ticket from hongkong to Canada with Beijing connecting air.

do I need a visa for this transit?

If the layover is within 24h, you don't need visa. If longer than that, you should apply for a transit visa in advance.
