I am afraid that there is no direct bus or train between the two. So you are advised to make a transfer in KM. After visiting Dongchuan, you may come back to KM, and take a long-distance bus to Luoping from East Bus Station. The bus is available from 9:40 to 17:00, and the duration is about 4 hours. The bus fare is CNY 70.

Or, you may take a train to Luoping from KM Railway Station. The train departs at 7:30, 10:05, 15:40, and 17:15, and the duration is about 3.5 to 6.5 hours. The hard seat costs CNY 27.5 or 37.5; the hard sleeper costs CNY 83.5; the soft sleeper costs CNY 125.5. Have a nice trip.
