Visa application outside of Trinidad

Hello, My mom visits me for about 6 months every year in Canada. I have to attend a cruise conference that ends in Shanghai, China in September 2016. My mom will be with me in Canada as of July 2016. Since the recommendation seems to apply only 1 month prior to travel, can she apply in Canada or is there an alternative suggestion?

Thanks
Kelly

Kelly, yes, she can apply in Canada. Actually, she needs to apply at the CVASC. The following documents needs to be provided including the application form and recent full-faced color photo, passport and its photocopy, round-trip air tickets and hotel booking records as well as the valid entry permit to Canada.
