How to transfer from airport Pudong to Hongqiao within 1 hour?

Case A: -
My flight will reach to Hongqiao airport at 16:30 hrs.
My connecting flight will be from Pudong Airport at 21:15.
It means that I will have to reach the airport max by 19:15.
Questions: -
1. Will my baggage be transferred Directly to Pudong or do I have to drag it by myself ?
2. If I have to drag my baggage by my self then how much time I will get my bag from the belt?

Case B: -
My return flight is having a layoff of about 22 hrs. Please suggest me the trust worthy and cheap hotel / motel inside or near the airport so that I can be safe and confortable.
