how can I buy bus tickets from Nanjing to Huaian?

Go to the local Long-distance Bus Station (Xiaohongshan Station) and buy the tickets on the spot. Coaches to Huai'an are available from 07:00 to 19:00, so you can easily catch one. The ticket fare is CNY 65 per person by the way.
