Does the transit time start from arrival into airport or from 0001hr? Cause I read on a website that it's from permit time of 00001hr

To play it safe, you had better count the transit time from the arrival into the airport.

If the transit time is not beyond 24 hours, you don't need it. You can apply for a temporary stay permit at the airport to leave there and sleep in a hotel.
