VOA from Hongkong to Guangzhou for Indonesian passport holder

Hi,
I am Indinesian passport holder.
I want to go to GZ. can i enter from hongkong and apply VOA from hongkong ?
Also for the flight back, can i use other rote ? example GZ - Singapore - Jakarta ?
