We have a 21hr layover in Beijing, though I am Canadian and my girlfriend is Taiwanese. We just want to explore Beijing for a night and then we head to our next destination.

Daniel, it's ok that you can leave the airport to explore the city because you enjoy 72 hours free transit. Does your GF have mainland travel permit for Taiwan residents? If she has one, then she can use it for her transit. Of course, she can leave the airport. If she doesn't have one, she should apply one first. If she has no time to apply, then she can apply a three months one from the entry and exit management team at the airport after she arrives.
