I wish to visit Shanghai for up to 72 hrs en route from London to Sydney. However I hold 3 tickets:1) London/Hong Kong (British Airways)20 hr stopover then2) Hong Kong/Shanghai (Cathay Pacific)65 hour stopover then3) Shanghai/Sydney (Cathay Pacific single ticket but with 2hr plane change in Hong Kong) my routing means I have to pass through Hong Kong before/after Shanghai.

Unfortunately, you are disqualified because you fly from HK and get back to Hk again after your transit in Shanghai even it's just a stopover.

is this still OK for the 72hr visa on arrival at Shanghai?

Unfortunately, you are disqualified because you fly from HK and get back to Hk again after your transit in Shanghai even it's just a stopover.
