Japan Nationality apply visa at Malaysia or Japan

Please check Japanese Expatriate work in Malaysia, does his entry prrmit for China need to apply in Malaysia or Japan?
What are the documents required?

He can apply for it in Malaysia directly. Basic materials including passport and its copy, application form, photo, his working permit in Malaysia are needed. Besides, if he comes for business purpose, an invitation letter from the trade partner is required.
