Transit Visa for Indian Citizen with 14 hours layover

Hello
I am planning to fly from Houston (USA) to Mumbai (India) next month with more than 14 hours of layover at Beijing. I hold an Indian passport. Will I be allowed to leave airport for sight seeing without paying transit permit fees?
Thanks
Saeed

Yes, you can leave the airport by applying for a temporary stay permit there. The service is free of charge.
