Temporary entry permit

I have an Indian passport and a potential 12 hour layover in Shangai. Am I eligible for a temporary entry permit? Does it cost money? And how do I Apply for it? Thanks!

If your route qualifies for the 24-hour direct transit policy, thn you can get the temporary entry permit for free. You can apply for it when passing through the immigration at the airport.
