It's possible to apply from Singapore. If you have a residence permit there, it will be better.

Hi, Diana. I'm facing the same situation. Can I know what is residence permit? Is it a working permit?

Residence permit is different from working permit. One can get the temporary residence permit if he/she holds S1, X1, work Z type or Q1 type. The residence permit allows them to live in China for a relatively long time within its validity.
They can only get the working permit when they work in China and the working permit is only used for work not living.
