About:72-Hour Visa-Free Transit

I'm flying from San Francisco to Manila but has a 4 hours stopover at Beijing.

Do I need to apply for 72 transit permit? Do I need to notify airlines?

No, you can get the 24 hr Direct Transit pass if you plan to leave the airport. If you plan to stay in the airport for the 4 hrs you should be fine.
