I hold INDIAN passport and will be in transit through PVG Shanghai airport for onward travel to Jeju. My layover at PVG is about 5 hrs. Do I need a visa for going outside of the airport for sightseeing Shanghai?

No, you don't need it. You just need to apply for a temporary stay permit at the airport to go outside and sisgtsee the city.
