is there assistance for disabled in transffering from domestic to international at capital airport

and how does one contact the providers--by airline?

Yes, there is such service especially for physically challenged passengers in the airport. Yuo can reserve the assistant service through PEK directly ahead of 24h instead of turning to your airlines. The number is 86-010-96158.
