Do you need to be an adult to get a bike card in Hangzhou?

I will be visiting the city with my son, who is 9 but can ride an adult-sized bike. Is he able to get a bike card (in Suzhou he cannot)?

I'm afraid your son cannot get the card. The youngest should be 12 years old.
For reference, if you want to tour around the west lake area by bike, just no worry. There are many private cars around, you can rent one for him.
