hi my wife is philipino can she get a transit permit with a philippines passport

David, you mean the "72-hour free transit"? I'm afraid not, but she can get the 24-hour direct transfer permit. If she needs to lay over for more than 24 hours, she should apply for a G type entry permit in advance.1
