About:Transfer in T3 of Beijing Capital Airport

International flight from Singapore to Ulaanbaatar via Beijing

I am flying from Singapore to Ulaanbaatar with Air China. I will fly from Singapore to PEK as a transit. Then go to Ulaanbaatar via Air China. What is the procedure? I think my baggage will be check in through from Singapore to Ulaanbaatar right?

So you will use Air China for the whole trip? Well, the transit can be done in T3. The procedure is as follows:
1:Flight Arrival
2:Transfer Procedures
3:Border Inspection
4:Security Check
5:Custom Inspection
6:Waiting & Boarding

And yes, your luggages will be checked through. No need to handle it at PEK.
