Not at all, he contributed to China in so many ways. He did comit some indecent acts that where evil but compared to what he did for China he is not a villan.

he was not a villain, qin shi haungdi was a powerful and ruthless leader and emperor who did gill many people on his way to achieving his life goal unifying the 7 states.

In most ways he was, due to the fact he killed so many people, but in the long run he benefited China/the world in more ways than he destroyed it. To be honest, if he didn't kill all those people, China would most likely have double the people, which, in this matter, this could show either side of it.
