1. He borned many books of hundred schools to make many useful materials disappear and also killed some scholars. This is the famous Fen Shu Keng Ru (burn books and bury scholars).
2. He ordered heavy tax and farmers couldn't bear that. Later some of them rose up to try to overthrow Qin.
3. He carried out severe punishement rules. Once people didn't follow the laws, they were terriblly punished.
4. During this throne, many people were forced to build mausoleum, palaces and terracotta figures. People were not satisfied at all!
In spite of these above, he also made great contributions!
