Khan, if you need to transit in mainland PRC for less than 24 hours, you don't need the transit permit. If the time is more than 24 hours, you need one and you should get it before your arrival from the embassy. You need to submit your passport, a photocopy of the passport's data page, a filled-out application form attached with your bare-headed photo, and the confirmed ticket to the destination country.
