are wheel chairs available for use or hire basis in the shanghai and hangzhou bullet train stations?

Yes, as I know, both SH and Hangzhou Bullet Trian Stations provide wheel chairs for elder or disabled people. You can find them at the service desks. But passengers can only use it inside the railway station.
