1) Do they open during national holidays (10/1-10/7)?

2) Silk has a postal service within the building?

Yes, it will open during the Golden Week. Don't worry.
You can find post office that located at 6th/7th Floor of Xiushui Mansion, at no. 8, East Silk Street.
