how do I apply and get the temporary entry Permit so I can tour Shanghai for about 8 hours?

Bernard, so do you just transit less than 8 hours in Shanghai? If so, you can just apply for a stay permit at the immigration. It's actually a stamp on your passport. With this stamp, you can exit the airport and have a short trip.1
