Must I apply from Washington DC in person?

I keep reading on certain sites that I would have to submit my visa application in person and interview at the embassy in Washington DC if I am applying for a z type. Is this true? As it is now, this would be impossible for me.

Howard, you can also ask someone else or an agent to do this for you. The interview is not mandatory. It's decided by the consular officer.
