Does this flight qualify for the 72-hour free transit waiver?

UK passport holder currently working in India with Indian visa. No possibility of getting Chinese visa due to travel commitments. Have meeting in Shanghai. Could I fly Chennai-Singapore-Shanghai, then return Shanghai-HK-Chennai and qualify under the waiver program?
