as a british citizen, can i get a chinese tourist visa in kazachstan?

Currently in Russia and I would like to go to China. however it is not possible to obtain a L type here in Russia I was just wondering where it would be possible

Ben, could you tell me why it's impossible for you to apply from Russia? Did the consular officer tell you this? If so, I think the chance for you to get the PRC entry permit from Kazakhstan is not big either.
