Foreigner living in China, want to invite my fiancee for a visit.

Hello,
I am a Canadian with a Chinese Residence Permit working here. I would like to invite my fiancee (a Ukraine citizen) to visit me here.

Where can she apply for a Visa, Embassy of course but can she apply at one of the Consular offices?

Must she go to Kiev embassy person, or can she apply by mailing the application?
