visa paper needed

i am Photographer and i win the award in Photo contest HPA in China now i want to go to attend the price ceremony they email a invitation letter tell me the invitation is okey to apply for an entry permit? it is letter from the Minister of Foreign Affairs of PRC? what type of letter need from the Minister of Foreign Affairs of PRC?

can you give me the sample of this letter because i talk to HPA they told me it is hard to get the letter to letter from the Minister of Foreign Affairs China because HPA is NGO.
i am also visit china 2 time one is 2013 and the 2 visit in May 2015.

Jahangir, under normal circumstances, this invitation letter is okey for applying the China entry permit. The letter is issued by China Folklore Photographic Association rather than the Ministry of Foreign Affairs. However, you actually don't need the letter from PRC Foreign Affairs Ministry.

i went to the consulate jeddah the told me the need letter from the Ministry of Foreign Affairs. i can not understand why. i went there and i told him i am win the award and i want to go for ceremony. then i talk to HPA and they try to get the letter from MFA. tell me any advise what can i do. can i go again and try one more time?
