Shore leave for Sri Lankan Seafarers

Please advice any recent circular had been released banning to issue Shore Passes for Sri Lankan Seafarers visiting Chinese ports, specially port of Huangdao, Qingdao, As Sri Lankan Crew of my vessel were not issued the passes and other nationalities were issued the same. Please confirm for future references.

Avantha, I searched for such news on the internet and didn't get any official notices about this, so I think Sri Lankan seadarers are not banned to get shore passes.
