if I want to hire someone who is holding a china work permit in Beijing, please advise the procedures and what forms we'll have to fill in and where to submit?

You mean he/she has the work permit? If so, you should first sign a labour contract with the person. Then renew his/her work permit at the Human Resources and Social Security Bureau, then the person should renew the residence permit at the local exit and entry administration bureau. To renew the work permit and residence permit, your company may need to provide a photocopy of resigiration certificate and business license.
