Can I apply for the transit visa to travel to Mongolia?

I'm an American arriving at terminal 2 in Beijing airport and taking the transit shuttle/train to terminal 3 to travel to Mongolia. Will I be able to get the 24/72 hour transit visa?

Your condition is applicable to the 72-hour/24--hour visa free policy, so no need to have a visa. If you wanna leave the airport for a short trip, it is easy to apply for a stay permit (24h) or transit permit (72h) in the airport.
