Tourist Visa application in Fukuoka

Applying for tourist type at the Fukuoka consulate as a foreigner living in Japan - has anyone here done it, or at any other consulate in Japan? Was it reasonably easy?

I've heard stories of people being turned away at some consulates, and being told they need to apply though a travel agency - but all the travel agencies I've spoken to won't do it for me!
So, also, does anyone know any travel agencies in Fukuoka that will apply for tourist type for me?

Thanks in advance!

Hey, I also heard that the foeign applicants are required to apply for the L type through agencies. Did you ask the agencies why they were not willing to help you with the application? Anyway, according to the website of the consulate, foreigners can apply for the tourist type by themselves. If you have some further information, would you mind sharing with me? I'm in the same situation.

I couldn't completely understand why the agencies wouldn't do it, as the conversations were in Japanese, and I'm not fluent yet. However, they seemed to imply that it was because the consulate needed me to go in person, and that an agency wasn't allowed to go. But, that's different to what I've heard.

I'm not going to try it until I've got more confirmation that the visa application will work, because I need to pay for flights and hotels before applying, and don't want to risk losing money on that. It's a shame this is so difficult :(
