Can a qualified non native English teacher from Europe get a working visa in Dalian?

Are the regulations strict like in other provinces or there is a flexibility when it comes to FEC and Z type?

Michael, if you have authenticated diploma and related working experience, you still have a chance to acquire the Z type. However, most schools prefer to hire native speakers.
