Question regarding z visa and FEC for NNES

Hey guys, I have a question I hope someone can answer: how hard is it for TEFL qualified non native European teacher with a BA in English language and literature to get Z visa in Shandong province?

I know that in Guangdong province and in Shanghai area it's practically impossible if you are not native, but couple of agents have told me that non natives can get working visa in certain provinces. You have any information on this? I'd like to come and teach in Qingdao, I'm in love with this city... I'm pretty amazed by all the pictures and videos I've seen so far :)

I really appreciate any help you can provide. Cheers

Michael, you don't have to be a native English speaker to teach this language in China. Compared with the NNES, it is harder to get the FEC. If you can't get the FEC because your first tongue is not English, you can apply for the NNES.

What do you mean apply for the NNES?
As I can see the official requirements for teachers to get a Z type are to be from one of the English speaking countries. I am not from an English speaking country, and English is not my first language, so will I be able to get a Z type to teach English legally? I know that in most of the provinces that is impossible, but I heard that in some northern provinces there is a flexibility in this rules and that qualified non native teachers can acquire FEC and Z type with ease. You know more about this?
