Traveling to China for a 12 day vacation late July. Do we need a visa?

One of the people traveling is also traveling with a student group organization to Europe July 5-23. Her passport needs to be turned in to her group leader by June 20. Can she apply with a copy of her passport? She's 16 years old. Thank you
