Can a New Zealand passport holder get a Chinese visa in Moscow?

I hold a New Zealand passport but will be travelling out of New Zealand for the 9 months prior to entering China. Clearly I will be unable to apply in New Zealand before entering? Will I be able to apply in Moscow prior to entering even though I will only be in Russia on a tourist type and not a resident of Russia?

According to Chinese embassy in Russia, you can apply as long as you provide legal stay proof in Russia, such as valid visa, resident permit for student or employee.
