Can i apply for japanese visa in mainland china

Hi i have an L type with multiple enetries i was wondering if i could apply for a tourist type to japan while in mainland china

Algerian, according to Japanese embassy in PRC, foreigners who plan to apply Japanese entry permits must provide their long-term resident permits for Z, Q1, S1, X1 etc. If you don't have long-term resident permit, then I am afraid that you can not apply in mainland.
