Where is the best place to stay if I would like to visit Shang Xia Jiu Lu and also TeeMall?

The subway line 1 can make you shuttle between these two places, so you can choose to live in a hotel near either subway station between them. Then the transportation will be easier. West Tiyu Road Station is a good choice, which is walking distance to TeeMALL. There are a lot of economical hotels such as Hanitng, 7 Days Inn. Have a try.
