If I arrive at Guilin Railway station at 10:27

will I have time to catch an 11:52 departure at the North Railway Station?

Yes, you can arrive at the North Railway Station before the departure time.
Taking a taxi is the most convenient way for you to choose. It only takes around 20 to 25 mins on the way.
Or you can take bus no.99, whose duraton is about 50 minutes.
