About:72-Hour Visa-Free Transit

Mongolia to Beijing and back to Mongolia: eligible for 72 visa free?

If I have a return flight ticket ULN-PEK-ULN (ULN=Ulaanbaatar) for just a short visit of less than 72 hours can I get the 72 free transit?
