About:China Visa on Arrival

Can Americans get visa to visit Shenzhen or zhuhai for the day to shop?

hotel is saying rules have changed and Americans can't get VOA at Shenzhen or zhuhai border is this true? Cannot find any valid answers on the Internet and I would hate to make the trip only to be turned away please advise

Yes, the hotel is right. Nowadays, Americans can't get VOA at Shenzhen or Zhuhai border.
